Professor Philip Roessler
Director
Phil is a Professor of Government at William & Mary. He is a leading expert on digital technology and development, bridging the digital divide, and African political economy. He also is one of three principal investigators leading the Interoperable Payment Systems project at Innovations for Poverty Action.

Shuo Qi
Postdoctoral Fellow
Shou is a Postdoctoral Fellow in Digital Inclusion and Governance at the Global Research Institute, William & Mary. She specializes in econometrics and social network analysis. Her research focuses on making inferences from network data and addressing missing data challenges in applied microeconomics, particularly in labor and development economics. She earned her Ph.D. in Economics from Southern Methodist University, where she was honored with the Melody Rice Memorial Award for Excellence in Research and Service.

Julia Beverley '26
Julia is a senior studying Data Science with interests in geospatial analysis, technology, and global development. She conducted research in Dar es Salaam, Tanzania, through DIGLab, and continues the project remotely. On campus, Julia serves as a Resident Assistant, is a member of the Latin American Student Union, and leads the Geospatial Evaluation and Observation Lab as Team Lead.

Madeline Ludwig '26
Madeline is a senior, majoring in Government and Economics. She is working on her honors thesis in Government on the adoption of voice-based and text-based generative AI in developing contexts and spent this summer in Dar es Salaam, Tanzania developing a training program to teach participants about generative AI.

Adelia Purcell '27
Adelia is a junior studying Government, focusing on governance and human rights. She was an intern for Senator Chris Murphy, a research assistant on the U.S. Democratic Erosion Event Database (USDEED), a W&M Global Scholar, and a researcher for the National Security Innovation Network. Also a Peer Advocate at W&M’s The Haven and the Education Chair of Someone You Know, she is passionate about sexual violence advocacy.

Emma Allen '26
Emma is a senior studying International Relations and Hispanic Studies. She previously worked with the Spanish Red Cross volunteering with immigrants during a semester abroad in Seville, Spain. She is interested in pursing work in the diplomatic sector, and researching the intersection of AI technology on politics and security.

Maddie Yee '26
Maddie is a senior pursuing an International Relations Major and Sociology minor, interested specifically in development and humanitarian aid. This is her first research experience, but she has experience working in the Irish Parliament during the 2024 snap elections last fall and lobbying for the non-profit The Borgen Project over the summer. She is also passionate about climate change and sustainability.

Grace Evans '26
Grace is a third-year student majoring in International Relations and minoring in Data Science at the College of William & Mary. She finds herself at the intersection of these two fields - in creating a cross-cultural pen pal program, as an intern at a tech-based think tank, and as a student researcher for DIGLab. She is continuing this path with the Raymond A. Mason School of Business' STEM-designated Business Analytics MS program next year.

Madigan Webb '28
Madigan is a sophomore majoring in Government and Computer Science with a concentration in AI. She is interested in the future of AI as it relates to policy, law, and journalism. Outside of the lab, she is a news editor for the Flat Hat and special events director for Tribethon.

Elaine Ji '26
Elaine is a Government major and Data Science minor. She is/has been a research assistant for other projects at W&M, such as DEED, the Asia Policy Lab, and SJPI. Her academic interests include accessibility, intersectionality, and policy from a data perspective.

Tyler is a senior and an International Relations major and a Business minor. He has previously studied abroad in Argentina and has researched quantum computing and its security implications.
